Budget deal by Brown, Dems scraps tax election, may trigger cuts

A few details from the Sacramento Bee article:
1. The state sales tax will drop one percentage point and the vehicle license fee half a percentage point on Friday,
2. The budget assumes $4 billion in new revenues,
3. Outside fiscal experts doubt that $4 billion in additional tax revenue will materialize,
4. There are cost-savings triggers that address revenue shortfalls, and
5. If enough revenue does not come in, state officials will "encourage" districts to reduce the school year by seven days.
